Block is a modal Weapon Ability in Pillars of Eternity 2: Deadfire. When a character gains Weapon Proficiency in a particular Weapon type, he or she gains an access to the corresponding Weapon Ability. Using a weapon without proficiency does not imply any penalty - a character just won't be able to use the ability.
Use your shield to attempt to block incoming weapon attacks, completely resisting the attack (if successful) at the cost of Recovery Time.
