Binding Block is a modal Weapon Ability in Pillars of Eternity 2: Deadfire. When a character gains Weapon Proficiency in a particular Weapon type, he or she gains an access to the corresponding Weapon Ability. Using a weapon without proficiency does not imply any penalty - a character just won't be able to use the ability.
Use your small shield to better intercept melee weapon attacks and counter at the cost of Recovery Time. When missed by melee weapons gain an increased Accuracy on your next weapon attack.
