You acquired this amulet from Giacolo after his abduction by Captain Tatzatl of the Divine Barge. When worn it produces a soft, harmonious song - almost like the toll of distant bells that quickly fades. Giacolo presumably created the amulet in connection with his research into the nature of godlikes, but his ultimate purpose for the item is unknown.
